My brother sent me a gift of money to a cancelled email. I had switched to a new one and deleted the old, which I can't access.
Can he recall the unclaimed payment and send it to my now updated Paypal?

Welcome to the forums!
If your brother sees the status as "unclaimed", he should be able to cancel that without a problem by finding the transaction in his History, and clicking cancel next to the payment.
