My customers credit card was declined he used two different cards

My customer used two seperate cards and both were declined. He does not have a pay pal account. I'm afraid I'm losing business because of this with other customers. Someone please help!

He could send you a postal money order, Western Union, so many other choices.
Might be a good reason that the cards were declined - they might be stolen, at their limit, and so on.

I am having the same problem today. Paypal was telling them they need to create an account to pay, they have done this before and not had to sign up. So I tried a dummy account to pay and it declined 3 different credit cards of mine. Then I tried to pay thier invoice and it told me i had to sign up. Is this something new or a glich?
