Help? Settings to block payments from foreign country

My account seems to be set to reject payment from foreign countries.  I cannot find the setting I need to change.  Can anyone point me in the right direction?  THANKS!

There are two ways to do this:

 

1.  Profile > Payment Receiving Preferences > (scroll down) Block Payments from users who: Have non-US PayPal Accounts

 

or

 

2.  Profile > My Selling Tools > Update (beside Block Payments in the "Getting paid and managing my risk" section")

Adrian,

 

You are a life saver!  Thanks!  I have updated my settings and find that I have a "pending" payment sitting in my account.  The payer e-mailed me to say that when he attempted to make the payment, he received a message saying that it was rejected.  Should this, now that I've changed the settings, come through on its own, or do I need to do something regarding that particular payment?
