Having problem with someone trying to use a visa to make payment. Help.

Hello- I recently sent a money request to someone for a small amount, and they are trying to pay with their Visa but it is not allowing them to do so. Does anyone know what causes this (please no ridiculous comments). Any help would be greatly appreciated! Thanks

It's a random glitch - we have reports of problems coming in from all over right now.

No idea what the problem is, paypal hasn't announced when they'll be able to fix it.
