I had a handbag listed a person won it and never paid for it. About a week later I had a person email me through ebay that they were interested in buying the bag. They asked for my paypal email address so they could send me an immediate payment for the handbag. Is this ok to do and how does ebay get their fee does it work just like an auction? This person also has good feedback with ebay.

If the listing has expired, ebay has nothing to do with it anymore.
I would send them a Paypal Invoice, which you can create from the "send an invoice" link on the main page of your paypal account.
Be careful about the payment - make sure that you've really received a payment in your paypal account by going to the account and looking at the transaction - there's a scam out there that sends a fake paypal payment email saying that you have to input a tracking number to see the payment - Paypal doesn't work that way.
And the buyer's feedback doesn't mean squat if their acount's been hijacked.
