Can I DECLINE a pymt received, instead of using Refund?

A customer just paypal'ed us the incorrect amount. Then, when I contacted him, he immediately sent a second payment for the correct amount. Both payments were made via the customer's credit card.
Both payments are still sitting in our account, not swept to our bank.
I believe that, at one time, we had the option of Declining a payment. I don't see it anymore.
Must I make this customer go through some kind of "waiting period" by using the paypal "Refund" ~ instead of simply declining the first, incorrect payment? That seems pretty darn unprofessional.
