Declined message 10764

Hi,
I am getting "Declined: 10764-This transaction cannot be processed at this time. Please try again later".
Does anyone know what this means.

I get this a lot lately, and it is a real PITA
10764: We can't process your transaction right now. Try again later.

I got the same error message 10764. So, is the problem from PayPal? I'm sure I put all the info correctly. Can anyone able to charge the card later?

If you are using UK Website Payments Pro and getting 10764 errors when processing US Visa Cards then it is almost certainly some AVS issue they have been having. PayPal has known about the issue since mid-late October 2010 and as yet they they haven't resolved it. I myself have had an entry in MTS since October 29th. They will tell you very little other than telling you that it is a high priority to fix it.
Having fought long and hard with so-called "Business Support" the MTS people eventually confirmed that I couldn't take Direct Payments or Virtual Terminal payments on certain cards until they upgrade their code, a job they are supposedly "confident" will take place in late January next year.
I leave it to you to try to guess why it takes months to reverse out a bug that appeared in October 2010. In the meantime my clients are finding that PayPal has attempted to take money from their cards leaving approved transactions that aren't collected upon and the bulk of their funds frozen in limbo in the run up until Christmas. They don't understand why I haven't solved the problem and why I can't either release or collect the funds that are frozen on their cards.
Merry Christmas PayPal. Thanks for providing me with a great service and increasing the fees I pay because my transaction level is declining due to your faulty software.

I kept getting "10764: We can't process your transaction right now. Try again later." with just one card for a client that I knew had worked before just fine and other payments from other clients were processing fine. My client called Visa and they informed her that no declines had come through or been issued from their end. Someone in this thread said PayPal was having some AVS (address verification service) issues and I mentioned that to my client and she said, "Oh! That's probably because we moved and we forgot to tell you, but we did change our address with all our financial institutions." She gave me the updated address and the payment processed just fine. This may not be the solution for all, I don't know, but it's is one solution for sure. It's actually a good security measure PayPal has in place which is good (at least for my circumstances where the problem was fixed).
RECOMMENDATION TO PAYPAL: Please give more suggestions other that "try again later" for this and other errors. A simple, "This error code is commonly solved through 1. trying again later as the server may be swamped, 2. making sure you have the correct address as the AVS may be catching a discrepancy, 3. and whatever other possibilities there may be... Thank you for taking this into account.
PS: Thanks to the person who mentioned the AVS because that gave us a clue and it was fortunate I mentioned that to her by accident otherwise I'd still be scratching my head (and getting ticked off!) as I went round and round with PayPal and her (which wouldn't have been good customer service to keep needing to address this with her when I could just get a simple "here's what you do" message from PP).
