Can't receive payment from outside USA

Hi all,

I live in Germany and want to pay a guy in the states. When I try to make the payment (ebay) I get a message telling me that the seller does not accept payments from outside the USA. My account tells me to get in touch with the seller, but he can't fix that. I think it has to do with his settings or something but I didn't find out how to fix that yet.

I would appreciate any help!
