Stuck in loop trying to confirm email for REST API

Trying to set up REST API, keeps asking me to confirm email over and over. I can set up the Sandbox, but not the Live. I have gotten all of the emails, and followed the directions/clicked the links. I have checked my profile, I no longer have the "confirm" option there next to the email address. How do I get it to recognize the verified email? I can't go any further in the set up without the Live keys.
