Restricted Account Error on checkout

Hi there,
When we call the api on our application, at the checkout point it is showing the following error.
SetExpressCheckout API call failed. Detailed Error Message: Account is restrictedShort Error Message: Restricted accountError Code: 10002Error Severity Code: Error
The API credentials are correct. Have given necessary permissions. But still the error coming. can you please help us with this issue?

Usually a restricted account is an account that has not yet completed the email verification process or an account restricted for other security reasons (fraud, lack of requested data, etc).
