Pending Order expiration

Our team is unclear about how PayPal handles transaction expiration, particularly when a payment is not completed, and whether there are mechanisms in place to receive webhook notifications in such scenarios. For example, Order is created, but the user never finished the payment capture but the orderId.

In the scenario you are describing, there would not be a webhook notification sent if the buyer does not complete the purchase, but eventually the window to approve the transaction will close. Once the window is closed there will be an error generated [https://developer.paypal.com/api/rest/reference/orders/v2/errors/#get-order] if the buyer attempts to checkout and complete the purchase.
