Multiparty payment API - Partner Platform Access

I am trying to get access to the Multiparty payment API for merchant onboarding. I have submitted the request form on the documentation and email/called two dozen times. No resolution after 4 months. Code works fine in sandbox, but can't even find anyone at PayPal that has a clue what Multiparty Payments is (https://developer.paypal.com/docs/multiparty/).
You can tell that you have access when you add a new App in API credentials. In Sandbox mode, you can add a "Platform" app and that allows you to connect to the partner-referrals API and onboard sellers (https://developer.paypal.com/docs/api/partner-referrals/v2/). But, this is not available in Production.
