Is there any REST api available in Paypal to pay C2C?

Is there any Api available where a person can pay another person using api?

Actually I am developing Flutter app where it requires customer to pay another customer directly. 

Please let me know.

I need only the Api through which one person can transfer money to another person. Can you please provide the URL of that api only. Or let me know if its not possible.

Our requirement is to transfer money from individual account to another individual account.

As far as i see payouts are only B2C i dont see an API for C2C, would be great to have this if there is one please let us know
