How to do Express Checkout on behalf of a third party?

We are a developer of a plattform for restaurants. Guests of restaurants should be able to pay pre orders when they make reservations. Every restaurant owner should be able to connect his PayPal business account to our plattform.
How is it possible to connect the restaurant owner's PayPal account via OAuth to our plattform, so we can use the access_token afterwards to build the whole Express Checkout process on behalf of the restaurant owner?
This already works with the NV/SOAP-API, but we want to switch to the new REST API. Yet we haven't found a way to implement this behaviour. There is no description which scopes are needed and so on. I hope you can help us.
