Get paypal commissions and fees before making a payout request to paypal.

This question is related with development and not a technical support request per se. My app is requesting payout to paypal sandbox a/c. However, before a payout I will need to know the exact amount that's about to be deducted as amount + paypal fee. Is there an API (I have searched the doc) or some other way to get a quote for the payout request that is about to be made beforehand? If not, how would I know the commission associated with a particular payout request?
