ordered paypal cash card two years ago. never recieved it. using paypal now, or planning to but, it wont let me order one. says im ineligible. cant get a virtual card. even tried to close account because of these things cant close account. what is the problem with my account and what do i need to do to fix it? zero entries in the resolution center.
