Unable to order the Pay Pal Debit card

I don't have a limitations or restrictions on my PayPal but still unable to order the debit card, I don't know if this is a technical issue can it be looked into

I keep getting redirected to an application for the Business card. The accompanying message is: "The card you requested isn’t available for your account." I hope someone has figured out what's up. Thx.

The PayPal debit card is not available in all markets. This is probably the reason why you're having difficulties ordering it.
