Pay In 4 Transaction issue

So i used pay in 4 a while ago and i made two attempts to contact paypal and of course i get the copy and paste of go to resolution center and than i do it again and just get my request for help closed, so now im just going to my bank to get that money back and im wondering how i get that back so i dont have to wait even longer, I got charged twice for a pay in 4 for an item that i didn't get and the pay in 4 isnt even showing up in my summary, so i was charged by paypal for nothing and they refuse to respond or help.

Ive had the same issue. I tried twice through an application and twice through  a website and all 4 times I was charged without the order actually going through. Tells me there was a problem and about 10 seconds later I was charged on my bank. Getting through to Paypal is terrible so far.
