Funds from gift cards cannot be transferred to PayPal balances. The gift card itself, has to be linked to your PayPal account so it can be select as payment method during checkout with the amount on the card being able to cover the entire purchase. And this is for gift cards that are backed by credit card companies (Visa, MC, AMEX, Discover). Store branded gift cards (ie. exclusively Target, Walmart, Amazon, Apple/iTunes, etc) cannot be linked.
