I just changed to a new iPhone, but PayPal QR code not working on iOS app with error "Sorry about that, It looks like something went wrong on our end."

I'm sorry to hear that you're unable to create a QR code after changing to a new phone. I recommend clearing the PayPal App's cache in your phone's app settings and ensuring your PayPal App is up to date. If that doesn't work, uninstalling and reinstalling the PayPal App might help.
