How do I create a shipping label not associated with an order?

See if it lets you create a shipment on this page:

https://paypal.shipstation.com/orders

If not, then you’ll have to use a third party postage provider like Pirateship. It’s free to sign up. No subscriptions, just pay as you ship. You can link PayPal to it to pay or add a PayPal card, or debit/credit card if your choice. Even load money to hold a balance to pay for postage.
