Ho everyone! Can a Russian citizen with a of an “Individual entrepreneur” status in Georgia, Georgian taxpayer number and a Georgian bank account open a Paypal buisness account and integrate paypal to their website to receive payments?

Yes because you would open a paypal account registered in Georgia and so Georgia would show under nationality.
