due to failings by paypal i want to close account , have followed instructions wont let me

Account cannot be closed if there’s outstanding issues such as account limitations and open disputes. All matters must be resolved first.

If the problem still persists after all matters are resolved, contact customer service:

1. https://www.paypal.com/smarthelp/contact-us
2. Click Account profile and set up
3. Click Close your account
4. Click Message Us or Call Us after the “This information might help” box.

there are no open cases or disputes , paypal has never been used to sell , eg ebay where there may be a 6 mth complain time 

my account has only been used to buy from retailers or ebay , never to sell 

i know of no account limitations

I have been onto customer services for one and a half hours , they have given me 7 false answers
