Short-changed when USPS refunds Express Mail postage for late delivery.

Since paypal switched to Shipstation, I've been getting short-changed when USPS refunds Express Mail postage for late delivery ( recently paid $44.60, refunded $40.37). Anyone know why?

Welcome to the PayPal Community! I'm sorry to hear you're running into some issues with a recent refund from Shipstation. From my understanding, if you receive a refund for a shipping label, you should receive the full amount back. I would recommend reaching out to our Customer Support teams by clicking "Contact" at the bottom of any PayPal page to look into the issue a bit further.

Unfortunately, PayPal support sent me to ShipStation support, which sent me to USPS support, which hasn't replied.
