How to I apply for a PayPal Mastercard Debit Card?

PayPal has expired my PayPal Key I used to pay for things using my PayPal balance. 

Now, I want to apply for a PayPal Mastercard Debit Card. How do I do that? I can't find any way to do that after searching all of the PayPal pages and trying to get help using the Help functions.

All I want to do is replace my PayPal Key with a PayPal Mastercard Debit Card, which I assume will do the same thing, deduct any payments I make using it from my PayPal online account.
