For the Client Payment from US in USD ($) FIRA statements are not getting generated

From last 3-4 month I am getting payment from my client through US, but I still not able to see or download FIRC from Paypal reports. Every month I am getting GST statement for download but no FIRC availble. Is any specific things to be done to get FIRC?. on Paypal website they have clearly mention that everyone will get FIRA for overseas transaction of any value at 15th of every month.
