I'm sorry you're having trouble applying for a PayPal Cash Card. Before applying for a PayPal Cash Card, you'll want to have a PayPal Balance account. You can start this process by completing a full verification on your account. Once you've done that, you should be able to apply. If you're still having trouble, you can contact Customer Support by clicking 'Contact' at the bottom of any PayPal page. Support is also available if you send a DM to @AskPayPal on Twitter or a PM to facebook.com/PayPal.
