why paypal don't accept my payout from pond5.com ?

(the payout setting of pond5 is adjusted to send it to my paypal account)

But paypal don't accept to receive the payment from pond5.com site at all...even with applying fees....paypal refuse without saying any reasons or sending an Email with a request....my paypal account is connected with my credit card and bothing wrong with it....i just need to understang what's wrong ?
