the amount is what I have in my account--do I need to accept this money before I can do anything with it--it was just a few days ago I transfered money to my bank

It's probably because your PayPal account has to be converted to a PayPal Cash or PayPal Cash Plus account in order to keep funds in the PayPal balance and use your PayPal balance to make payments. It's recent a PayPal policy for personal accounts. When you click Accept this money, you'll probably be given the option to withdraw it to your bank account/debit card or confirm some account information to in order to park the funds in the balance and use the balance.
