Trying to pay a Paypal invoice with a credit card

Hi, I usually pay my contractor via a credit card when he issues my his invoice via Paypal. I pay it through the Paypal Guest checkout as the invoice is linked to a business that hasn't got a Paypal account. I have been doing this for around the last 18 months without any issue (the same with any contractor invoices that I receive). The last 2 months it keeps on declining with the message below. I have tried 2 different US credit cards (the same for the last 18 months) all the details are correct and there is no funding issues. Has anyone else had this issue? I have called both banks and both say there is no reason for them not going through and I have had no fraud alerts from them. It is beyond frustrating as Paypal has no answer when I call. Any help would be greatly appreciated to why this issue has just started popping up as I don't want to really open a new Paypal just to pay 1 invoice every month.

I'm sorry to hear of the trouble paying an invoice. If you're receiving the decline when trying to checkout as a guest and your card issuer said there isn't any issues with the card, it sounds like there might be some form of risk being detected when trying to checkout. Regrettably, if you're not logged into your account when trying to send the payment, there isn't much we can do to help the payment complete.
