I am trying to issue a refund without a PayPal cash, or cash plus account, but I keep on getting this message:
"We were unable to complete this payment. Please add funds to your PayPal account and try again"
I have a bank account linked and confirmed, so it should let me issue a refund.

Hello @Dylan_Mashini,
I'm sorry to hear you're running into an issue refunding that transaction. If you have your bank linked and confirmed to your account, normally there should not be a problem issuing that refund and pulling the funds from your bank with the exception of eBay transactions that have included sales tax. Refunds for eBay transactions that include a sales tax can now only be pulled from the PayPal balance.
