Refund from unknown seller

Money sent to a wrong email and that has been settled by bank, It was a typing error in email. I raised a dispute claiming i have not recieved the product. This was my first transaction in paypal . Paypal suggests to contact seller i do not know who the person is and i know only his email I paid through the forex card and every transaction has a huge currency charge, Can anyone let me know what will be the resolution here
