Payment declined contact card issuer

I have got balance in my paypal acc and when i try to send the amount to my frnd it says payment is declined and contact card issuer

I have the very same issue and I was thinking the only way to fix this is to wait, do you still have it?

I too am having this issue. PayPal cash card only linked to balance on the card... That would make PayPal the issuer, would it not... Well here I am issuer, whats up?
