Payment Stuck in Pending

So, I've been trying to find a solution to this and haven't had much success. I can't seem to find a way to get help from Paypal's e-mail option and I can't seem to navigate their phone number as I get stuck in automated responses and can't figure out how to talk to a person because the automated responses don't help me.
TLDR version, something went wrong when I made a purchase and now my purchases are stuck in Pending and I don't know what to do.
So, here's the story. I play Final Fantasy XIV and was looking to renew my subscription using Paypal like I usually do. I went through the paypal site from their website and authorized the payment but after doing so, I got a white screen and my pop up blocker blocked a pop up. I tried to authorize the pop up but nothing happened, and refreshing the page didn't do anything either.
As normally my purchase goes through immediately, I checked their website but my balance was still 0.
At this point, I should have checked Paypal to see if the payment happened, but I didn't and tried again instead. Same thing happened. It was then that I got the e-mails from Paypal that I had authorized two payments.
Well, I only intended to buy one month worth of time, but oh well, not a huge loss, I thought. Except I still didn't have the currency to buy my game time.
So I checked Paypal and found that the payments were stuck in a Pending state. Paypal's help topics suggested cancelling them if they were in Pending, but there was no cancel button for this one. I tried using the Resolution Center, but I got an error message saying I can't file a case on that type of transaction.
I made the purchases on Feb 7th just after 9 PM, and they are STILL stuck in Pending. I'm not sure what to do about it, I know it'll expire in March but I don't want to try buying it again (while making sure I won't get pop up blocked this time) if those payments are going to go through at some point.
Has anyone else had an issue like this before? Any suggestions as to what I can do?

The type of payment in the help docs you can cancel is entirely different from the payments you made. If you click on the transactions itself, it will say it is a temporary authorization. Temporary authorizations are agreements with the merchant to pay and are not completed charges until the merchant goes and captures payment via their PayPal account. Sometimes payments don't process correctly and never reaches the merchant side so they can't release you from the agreement and unable to capture payments so the temporary authorizations expire, in no longer than 30 days. Check with the merchant to see if they received your payments. If they do not, then you just let the pending transactions expire and drop off from your account at which the funds are released as well.
However, if you see that the transactions are listed as "completed" either in your PayPal account activity or at your funding source, then you can go ahead and dispute it at either place, preferably through PayPal first by clicking the transaction(s) and click "Report a problem" and click Item Not Received, if you do not see a balance in your Fantasy Football account.
Whenever you buy from a merchant with fully integrated PayPal checkout, they use "authorization to capture (A2C)" method so what has happen is standard procedure for failed A2C transactions.
