If you are issuing a refund, just go to the original transaction, click it, then click "Refund this payment" and PayPal will use your PayPal balance and/or your linked bank account automatically. No need to add money first. But, to add money, click the 3 dots in the circle icon near your PayPal balance and select "Add Money".
