I cant buy blizzard balance thru paypal

I cant seem to buy blizzard balance thru paypal . I have sufficient amount in bank, have done blizzard transaction b4 with same account and my bank account has active foreign transaction activities. cant understand y this is happening.

It sounds like your payment may be stopped by our security system. 

I kindly ask you to attempt these steps: clear cache and cookies, try to log in from a different browser, access from another device, use a different payment method, and try to complete the payment at a later time.

Already did the above steps still not workin. also i used that card for years for blizzard payments , but never encountered such problem.

However, occasionally when we pass the transaction to your bank or card issuer, they can decide to decline it. In this case, please contact them to figure out why your payment didn’t go through.
