How can I issue a refund for the payment that has already been settled in my bank account?

I want to issue a refund for a payment which has been settled to my bank account. How can I do that?

It shows that my Paypal account does not have enough funds to issue the refund. I am unable to do so via my linked bank account

You should be able to click issue refund and it come from your linked bank account.
