The option to choose 'friends or family' does not come up in the process to make a payment. When I reach the final screen before finalising the payment it automatically says "paying for item or service" and no option to change it. Is this because its not allowed in Fiji or am I missing something?
Countries vary a lot in the services paypal can offer, the friends / family option is not available in every country and unfortunately that appears to include yours if it is not showing as available.
