Trying to receive money from my brother but it`s asking me for a supplier receipt, otherwise it wont release the ,money withing 21 days. Please help, thank you.

Its down to how the payment was SENT to your account as to whether the new seller hold is applied or not.

1. If they sent using money > goods / services option then paypal would see you as a seller and apply the new seller hold. They would also charge you a fee. For new sellers funds are released when tracking shows the item as delivered to the buyer, as you can't do that you may have to wait 21 days.

2. If they had sent using the send money > family / friends option then you would have had the payment instantly with no fee.
