Accepting Payment: "Server is starting"?

I recently recieved a small amount of money from a friend.

When i click to accept it, I get this message:

Is this a problem at PayPal, or with my computer?

Im having the same issue as well. Im on a call hold with PayPal. Automated system says the wait time is about an hour.. This sucks
