I have recently had a fraud case verified, and the money has been refunded. However, the guilty party set up my Paypal credit account and it seems that I am still expected to pay £12 for the inactive account. Without paying this I cannot close my account. Do you think I have grounds for appeal if I I had never used Paypal credit before the fraud?
