what happened to paypal balance?

hello, did paypal change something? cant use my paypal balance also on settings to payments cant confirm it keep saying

'This can’t be used as your preferred way to pay online. Choose a different payment method'

on 'keep it in paypal' keep say i need my SSN to open it but want to use my SSN or use my bank
