HI . ive been using pay-pal for long time coz it was safe ... i think now no more .. yesterday  i wake up the deduct 29us dollar for the app i buy it in jul 2017 and the app also didnt work that time coz there was nor registration key i didn't report that time coz it was my mistake ... any way now ?? what happend ??

You'll have to contact the merchant/app support to ask for a refund if you didn't cancel the billing agreement in your PayPal account prior. 

To check if automatic billing agreement was canceled or not:

Go to Account Settings (gear icon) > Payments > Manage Automatic Payments

Select merchant on left, click Cancel on the right.
