I just made a purchase Using PayPal When I checked out I thought I was using my pay pal balance , what happened was paypal charged my credit card. Why did that happen?
How do I change that for all future transactions?

It could be related to this:
Policy updates and user agreement changes to Personal PayPal accounts
Make sure to always take the time check your payment method on the Review Your Payment page before finalizing payment.
If it's a website that has set up a billing agreement with your PayPal account, check your Manage Automatic Payments page to select the preferred funding source:
Go to Account Settings (wheel icon) > Payments > Manage Automatic Payments
Select merchant on left, click Edit/Pencil icon on the right near funding source.
Also select your preferred funding source for online purchases:
Go to Account Settings (wheel icon) > Payments > Online Purchases
