Does Google Play do what other online stores do when there's no paypal balance or very little money; that is, take the remaining funds from one's bank account or not?

PayPal does it if paying with PayPal, not Google Play or merchants. So yes, if you do not have enough in your PayPal balance, it will ask you to add a card as back up or use your bank account.
