paypal asks card number?

My default payment method is balance. I have checked it in my paypal account. Paypal asks still card number in online payment. Why?

To verify your account and act as a back up funding source.

Also some merchants and paypal themselves often block balance payments and want a card used for higher risk transactions.

I noticed that. The paypal account settings and online payment methods are not logical.
