i keep getting the message Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions.

As you have not added your country to your community profile or said in your post then we can't help (Paypal varies a lot country to country).
You also have not said the card type so i would do as suggested and contact your card issuer?
