Welcome to our Community Forums! Have you added a debit or credit card on your account as a back-up funding source? If not, I'd recommend doing that and trying your payment again.
If you have added a card and the payment still isn't going through, I recommend reaching out to our Customer Support for further assistance. You can reach Customer Support by clicking Contact and then Call Us at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
