When I log in to the PayPal app, it says "Money is waiting for you"

And it prompts me to "Accept the Money". If I don't do anything with that, I can still buy things online hassle free right?

If you don't have a PayPal balance and it's asking you to Accept The Money and you don't, then you can't use it but need to use your linked bank account or card to send money or make purchases.
