Waiting for a refund.

What is going on in the world of Paypal refunds?  I am constantly being told that , {your money has been refunded}, but, low and behold...…….no money arrives.  Having also heard from them , [it could take between 3-30 days], I ask.....WHERE IS MY MONEY?

Adding.  What is the relationship between the phrase,s, "REFUNDED TO" debit card xxxx and, "it may take 3-30 days" ?  PayPal….where is my money?
